This presentation was delivered in Asia Pacific Adaptation Network Forum, 1-3 October 2014 in Kuala Lumpur, Malaysia. It explains how political will and leadership of the city mayor very much influences decision-making processes and implementation of programs in the city. It also highlights how national support, institutional capacity, and stakeholder collaboration contributes to building resilience.
