A. Background

1. The Urban Climate Change Resilience Trust Fund (UCCRTF) aims to scale up urban climate change resilience (UCCR) especially for the urban poor across 25 secondary cities in Asia, prioritizing seven of ADB’s developing member countries (DMCs), namely Bangladesh, India, Indonesia, Myanmar, Pakistan, Philippines and Viet Nam. The UCCRTF takes an urban systems-centered approach that supports climate change integration into city planning, project development and implementation, and knowledge sharing and capacity building, to reduce the risks of increasing urbanization and climate change on urban populations, particularly the poor.
2. UCCRTF was designed to have three complementary areas of support, with different funding allocations, offered to cities in DMCs through ADB Operational Departments and SDCC. The three areas are (i) investments (70% of UCCRTF funds); (ii) urban resilience planning (20%); and, (iii) knowledge management (KM) and resilience measurement (10%). To support these three areas, the C-R-CDTA Promoting Urban Climate Change Resilience in Selected Asian Cities was approved on 8 April 2015 and the first Subproject for urban resilience planning was approved on 22 June 2015.
3. As part of this technical assistance (TA), communities become the focus – not only as beneficiaries, but as active participants in designing and implementing development projects. In order to identify the activities that will be financed under subproject 3, UCCRTF organized a four-day project preparation workshop in collaboration with the Rockefeller Foundation in March 2017. The workshop brought together interdisciplinary teams from cities with technical experts to design projects that address the current and future climate related risks of the most vulnerable populations in selected cities that are already receiving support from UCCRTF for other urban planning and infrastructure investment activities.

B. Desired outputs and scope of work

1. The assignment shall cover up to 10 towns in 7 countries, to be implemented from August 2017 to December 2021. The tentative list of initial towns are Patuakhali and Faridpur in Bangladesh; Malay and La Trinidad in the Philippines; Sialkot and Abbottabad in Pakistan; Makassar, Indonesia, and Guwahati, India. An additional two towns may be added from UCCRTF eligible countries, which are Bangladesh, Philippines, Pakistan, India, Indonesia, Myanmar, and Vietnam.
2. The composition of the team provided by the international firm/NGO should include international consultants and national consultant counterparts as needed to oversee and coordinate activities in the various locations. Partnering with local NGOs for participatory approaches, local needs and for on the ground delivery of the projects is highly recommended.
3. The international firm/NGO shall be responsible for the delivery of activities in three output areas: a) Preparation of community resilience plans; b) Implementation of community-led projects; and c) Sustaining community engagement. The NGO shall report to the UCCRTF Project Manager through the assignment of a Team Leader.
4. Output 1: Preparation of community resilience plans shall include, among others:
   - Develop a methodology to assess shocks and stressors that communities are facing and assess those shocks and stressors and capacities to deal with them using the developed methodology;

   - Carry out a capacity needs assessment and delivery chain mapping of potential local implementation partners community-based organizations and non-government organizations (CBOs/NGOs). 

   - Develop resilience plans to prepare for and respond to the identified shocks and stressors that includes a long list of activities/subprojects, along with costing and potential to contribute to resilience, and that the communities can implement. Projects that the community is expected to prioritize based on consultation and budget are listed in output 2.

   - Prepare a guidebook that helps others replicate the process of community resilience planning.
5. Output 2: Implementation of community-led projects (CLP) shall include, among others:
   - Develop criteria for selection of subprojects that meet the needs of the community as well as comply with all ADB and city regulations. (An indicative list of the types of community-led projects are given in Appendix 1).
   - Prepare training modules and build the capacity of local implementing NGO/CBOs.
   - Support the community in implementing the subprojects and monitor and report on a half-yearly interval the outputs of the subprojects.

   - Prepare a toolkit on community-led projects that includes information on how to deliver each of the project types that are implemented across all cities.
6. Output 3: Sustaining community resilience plans that shall include, among others: 
   - Prepare and implement a strategy to ensure that community resilience plans inform local government strategies.

   - Prepare and implement sustainability plans that include institutional and economic sustainability of all implemented community-led projects.

   - Foster community ownership, in part by establishing a community fund for maintaining CLP.

   - Prepare a knowledge product on how to integrate community-led projects into ADB loan projects and into local government strategies/plans.

   - Conduct 2 knowledge sharing workshops (once during the planning phase and once during the implementation phase) that bring together at least 4 key stakeholders from each city to share experiences.
